Tender Description
The Executive Engineer Highways Division Hyderabad is procuring improvement works for C.C and paver blocks in various Union Councils 143, 147, and 150 of TMC Qasimabad, Taluka Qasimabad District Hyderabad. This tender is specifically for the Hyderabad region under the Highways Division and involves civil works related to road infrastructure enhancement.
The technical scope includes the improvement of concrete and paver block surfaces across the specified UCs. The contract duration is 24 months, ensuring comprehensive execution and quality control. The works require contractors to have valid Pakistan Engineering Council (PEC) registration in the relevant category with specialized codes. Bidders must demonstrate experience with at least three similar works completed in the last five years, each covering 80% of the estimated cost, supported by completion certificates and SPPRA bid evaluation reports.
Eligibility criteria also include FBR active registration, Sindh Revenue Board active status, audited financial reports from ICAP-registered firms for the last three years, and a minimum annual turnover twice the estimated cost. Contractors must submit detailed technical staff CVs, machinery ownership proofs, bank creditworthiness certificates showing at least 15% average balance of the estimated cost, and affidavits on judicial stamp papers confirming authenticity of documents and non-involvement in litigation or blacklisting.
The tender fee is PKR 5,000 non-refundable, and a bid security of 5% of the bid price is required in the form of a call deposit from a scheduled bank in favor of the Executive Engineer Highways Division Hyderabad. Bids must be submitted electronically via the SPPRA e-Procurement system by 09:00 AM on 4th May 2026. The technical bids will be opened at 10:00 AM the same day at the Executive Engineer's office in Hyderabad. Physical bids or late submissions will not be accepted.
A practical tip for bidders is to ensure all pages of the technical proposal are paginated, signed, and stamped by the firm's owner to avoid disqualification. Also, bidders should carefully prepare their financial and technical documents to meet all PEC and FBR requirements, as non-compliance will lead to rejection. Early acquisition of bidding documents from the official website http://portalsindh.eprocure.gov.pk/ is recommended to allow sufficient time for preparation.
This tender offers a significant opportunity for qualified contractors to contribute to the infrastructure development of Hyderabad with a contract value of approximately **PKR 5 million**. Strict adherence to submission deadlines and documentation requirements is essential for successful participation.
