Tender Description
The Executive Engineer Buildings Division Hyderabad is procuring improvement works for C.C and paving blocks at various Union Councils (34,35) of TMC Mian Sarfaraz Taluka City District Hyderabad. This tender is specifically for the civil works involving the enhancement of concrete and paving block surfaces across these designated areas within Hyderabad city.
The technical scope includes the supply and installation of concrete and paving blocks, site preparation, and related civil works to improve infrastructure quality. The contract duration is 24 months, ensuring comprehensive completion of the assigned works. Eligible bidders must hold a valid Pakistan Engineering Council (PEC) registration in the relevant category with a valid renewal up to June 2026 or beyond. Firms should demonstrate experience with at least three similar projects completed in the last five years, each covering at least 80% of the estimated cost, supported by completion certificates and SPPRA bid evaluation reports.
Bidders must also provide audited financial statements for the last three years from ICAP-registered firms, evidence of adequate machinery and equipment ownership or rental, and bank creditworthiness certificates showing at least 15% average balance of the estimated cost over the last five years. Registration with the Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB) with active status is mandatory. Technical proposals must be paginated, signed, and attested by the firm owner or authorized representative.

The non-refundable tender fee is PKR 3000, and a bid security of 5% of the bid price (PKR 250,000) in the form of a call deposit is required. Bids must be submitted electronically via the EPADS system before 09:00 AM on 4th May 2026. Physical bids will not be accepted. The bids will be opened on the same day at 10:00 AM in the presence of bidders' representatives at the office of the Executive Engineer Buildings Division Hyderabad, Shahbaz Building near Excise & Taxation Department.
A practical tip for bidders is to ensure all required documentation, including technical staff CVs, audited reports, and affidavits on judicial stamp papers, are complete and properly attested. Missing or forged documents will lead to disqualification.
