Tender Description
The Executive Engineer Buildings Division Hyderabad is procuring the improvement of cement concrete (C.C) and paving blocks at various Union Councils (42,43) of TMC Paretabad Taluka City District Hyderabad. This project is specifically aimed at enhancing the infrastructure and road quality within these UCs, ensuring better accessibility and durability for the local community.
The technical scope involves the supply and installation of C.C and paving blocks across the designated areas. The contract duration is 24 months, reflecting the scale and detailed nature of the civil works. Contractors are required to have a valid Pakistan Engineering Council (PEC) registration in the relevant category with a valid renewal up to June 2026 or beyond. Experience is mandatory, with bidders needing to demonstrate completion of at least three similar works of 80% of the estimated cost within the last five years, supported by completion certificates and SPPRA bid evaluation reports.
Financial eligibility includes an annual turnover at least twice the estimated cost over the last five years, supported by audited reports from ICAP-registered firms. Bidders must also provide a list of machinery and equipment, bank creditworthiness certificates showing at least 15% average balance over the last five years, and valid registration with the Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB) with active status. Technical staff CVs, PEC registration certificates, and affidavits confirming no blacklisting or litigation are also required.
The tender fee is PKR 3,000 (non-refundable), and a bid security of 5% of the bid price (PKR 250,000) must be submitted in the form of a call deposit from a scheduled bank in favor of the Executive Engineer Buildings Division Hyderabad. Bids must be submitted electronically via the EPADS system on or before 09:00 AM on 23-04-2026. Physical bids will not be accepted. The bid opening will take place at 10:00 AM on the same day at the office of the Executive Engineer Buildings Division Hyderabad, Shahbaz Building near Excise & Taxation Department.
A practical tip for bidders is to ensure all technical and financial documents are complete, paginated, signed, and attested as per the tender requirements. Missing or forged documents will lead to disqualification. Early preparation and electronic submission through the official portal will help avoid last-minute issues. Familiarity with the EPADS system and timely payment of bid security and tender fees are crucial for successful participation.
