Improvement/Rehabilitation of Peshawar Sports Complex (Qayyum Stadium)

The Directorate of Works and Implementation, Government of Khyber Pakhtunkhwa, invites electronic bids from eligible firms/bidders through the E-Pak Acquisition and Disposal System (E-PADS) online bidding system for the improvement and rehabilitation of Peshawar Sports Complex (Qayyum Stadium). Items being procured: - Improvement/Rehabilitation of Peshawar Sports Complex (Qayyum Stadium) The project requires bidders to possess active and valid registration with Pakistan Engineering Council (PEC) in category C3 & Above, valid registration with Khyber Pakhtunkhwa Revenue Authority (KPRA), and must be on Active Taxpayer List (ATL). Technical evaluation will be carried out as per the criteria defined in the bid solicitation documents. All bids must be accompanied by a Bid Security @ 2% of the engineer's estimate along with additional security if applicable as per KPPRRA S.R.O. (14)/Vol: 1-24/2021-22. Bids must be submitted including Technical Bid, Financial Bid, CDR, and additional security/rate analysis through the EPADS portal. The tender process follows a single stage two envelope procedure under Rule 12(2)(b) of the KPPRRA Rules 2014. Bidders are required to quote their rates electronically for both priced BOQ/Engineer Estimate based on MRS-2025 and NSI items. The bidding process will be carried out as per KPPRRA S.R.O. (14)/Vol: 1-24/2021-22. The successful bidder will sign the contract agreement with the department within the stipulated time. The bid security of 1st, 2nd, and 3rd most competitive bidders will be retained by the procuring entity until approval of bids. The competent authority reserves the right to reject any or all bids assigning cogent reasons. Bidders must have completed at least three specialized similar nature projects such as Padel Court, Squash Court, and other specialized sports works mentioned in BOQ during the last five years with at least 70% of engineer estimated cost. The bid submission deadline is **14th October 2026 at 11:00 AM**. Bids will be opened on the same day at 2:00 PM. The CDR in hard copy must reach the office before the deadline.
