Tender Description
The Karachi Metropolitan Corporation Engineering Department invites bids for the Improvement and Rehabilitation of the Road Sewerage System and the Provision of Paver Blocks at UC-3 Patel Para, TMC Jinnah District East, Karachi. This project involves comprehensive civil works including excavation, laying of RCC pipes, construction of manholes, and installation of paver blocks. The scope covers excavation for pipelines, laying ASTM class-II RCC pipes of 12" and 15" diameter, construction of manholes with cement sand mortar plastering, and installation of precast edge blocks and cement paving blocks. The project is funded by the Karachi Metropolitan Corporation (KMC) with an estimated cost of **PKR 20,000,000**.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category and possess valid NTN and Sindh Revenue Board (SRB) registration certificates. Experience in similar government sector projects is mandatory, with at least one project of 80% of the estimated cost or two projects each of 50% of the estimated cost completed in the last five years. Bidders must also submit an Integrity Pact on stamp paper and provide a Bid Security of 5% of the estimated cost in the form of a Pay Order.
The tender documents are available for download from the SPPRA Sindh e-Procurement System (EPADS) portal. Bids must be submitted electronically via the EPADS system by **28-04-2026 at 11:00 AM**. The technical bid will be evaluated first, followed by the financial bid of technically qualified bidders. Physical submission of bids is not accepted. The bid validity period is 90 days. The successful bidder will be required to furnish a Performance Security of 5% of the contract amount within 14 days of the Letter of Acceptance.
A practical tip for bidders is to ensure complete and compliant documentation, especially the timely submission of the Bid Security and Integrity Pact, as non-compliance will lead to rejection. Also, bidders should carefully review the Bill of Quantities and ensure their rates are quoted in whole rupees as per the High Court directive to avoid disqualification.
