Tender Description

The Karachi Metropolitan Corporation Engineering Department invites bids for the Improvement and Rehabilitation of the Street Lighting System at M.A Jinnah Road from Jamia Cloth Market to Merewether Tower in District South, Karachi. This procurement is part of the annual procurement plan for the financial year 2026-27 and aims to enhance the street lighting infrastructure to improve safety and visibility in this busy urban area. Items being procured: - Providing and laying PVC insulated and PVC sheeted two core copper conductor cable 2.5mm2 - Providing and fixing MS tubular poles of 31ft length with base plates and stiffeners - Construction of RCC foundations for poles including excavation, stone soiling, lean concrete, and reinforcement - Manufacturing and fixing GI single arm double arch as per site requirements - Providing and fixing circuit breakers of various amperages on prepared boards - Providing and fixing magnetic contractors FC80N - Providing and fixing 10 Amps photo cells (National Japan) - Providing and fixing LED street lights 150 Watt Aluminum die cast IP-66 with powder coated housing - Providing ABC connectors and laying ABC bundle cables 16mm aluminum conductor - Repairing existing CC collars and painting street light poles with two coats of ICI oil paint - Providing and fixing distribution boards with locking arrangements - Dismantling of street light fittings 250 watts including transportation to KMC workshop The technical scope includes supply, installation, and rehabilitation of street lighting components along the specified road section. The work requires hydraulic cranes and manual labor for installation and dismantling. All materials and workmanship must comply with the specifications and instructions of the Engineer Incharge. Eligibility criteria include valid PEC registration in categories C-6, EE-06 or above, NTN certificate, active tax payer status, registration with Sindh Revenue Board, valid electrical contractor license from the Government of Sindh (Karachi Region), and proven experience of similar works within the last five years. Financial soundness must be demonstrated with a minimum annual turnover not less than the estimated cost. Bids must be submitted online via the EPADS system by 10:00 AM on 21-08-2026 and will be opened at 10:30 AM the same day at the Office of Superintending Engineer (E&M), 512 J.M New M.A. Jinnah Road Gurumandir Karachi. A bid security of 5% of the estimated cost and a tender cost of Rs. 5,000 are required. The bid validity period is 90 days. Performance security of 5% of the estimated cost is also required upon award. Bidders are advised to carefully follow the instructions in the bidding documents, ensure all corrections are initialed, and submit all required documents including affidavits and pay orders physically before the closing time to avoid rejection. Joint ventures are allowed subject to PEC rules. The procuring agency reserves the right to reject any or all bids as per SPPRA rules.
