Improvement and Renovation of Electrical and Mechanical Installations in Federal Government Lodges, Hostels, Family Suites and Others at Islamabad

The Estate Office Management Islamabad is procuring comprehensive improvement and renovation services for Electrical and Mechanical (E/M) installations across Federal Government Lodges, Hostels, Family Suites, and other facilities located in Islamabad. This procurement specifically covers electrification and security works including installation, replacement, and upgrading of electrical wiring, lighting fixtures, switches, sockets, circuit breakers, CCTV systems, biometric attendance machines, and related accessories. The technical scope includes replacement of defective switches, sockets, fans, LED lights, distribution boards, wiring with PVC insulated copper wires, installation of CCTV cameras with network video recorders, fiber optic cabling, UPS systems, and biometric attendance devices. All materials must comply with approved makes such as Matrix, Clipsal, Schneider, Hikvision, Dahua, and others as specified. The work will be executed at multiple federal properties in Islamabad with a completion period of 30 calendar days. Eligible bidders must be enlisted with PEC in category C6 or above for the year 2025-26 with relevant electrical codes, hold valid electrical licenses for Islamabad/Punjab region, and have completed at least three E/M works worth a minimum of PKR 3.5 million in the last three years. Bidders must also submit a bid security of PKR 150,000 in the form of CDR, pay order, or banker's cheque. The submission deadline is Thursday, May 14, 2026 at 11:00 AM via the EPADS v2.0 online system. Manual bids will not be accepted. The technical and financial bids will be evaluated on a least cost basis. The contract requires a performance guarantee of 10% of the contract value. Bidders are advised to carefully prepare their item-wise priced Bill of Quantities and ensure compliance with all specifications and eligibility criteria.
