Tender Document

Tender Description

The Directorate General Research and Development Establishment (DGRDE) Rawalpindi is procuring an indigenous development project for a Rocket Delivery Mine System (RDMS) Training Simulator. This project aims to capitalize on in-country resources and materials, encouraging maximum indigenous content with limited import only if absolutely necessary. The procurement involves the design, development, and supply of the training simulator along with associated spares. The scope includes technical specifications and detailed cost breakdowns, requiring firms to demonstrate in-house manufacturing capabilities and experience with national or armed forces level projects in similar categories. Eligible bidders must be registered with the Income Tax and Sales Tax departments and appear on the Active Taxpayer List (ATL) of the FBR. Registration with DGRDE or DGDP is preferred but not mandatory at the time of bidding; however, successful bidders must register before contract award. Firms must provide OEM registration numbers and detailed cost breakdowns as part of their financial proposals. Earnest money in the form of a Bank Draft or Pay Order is required, with rates varying based on firm pre-qualification status. Bids submitted without proper bid security or required documentation will be rejected. The deadline for submission of the first stage technical bids is 11:30 AM on 25 May 2026, with opening at 12:00 PM the same day. The venue for submission, opening, and evaluation is the Directorate General Research and Development Establishment, Abid Majeed Road, Rawalpindi. A tender conference is scheduled for 13 May 2026 at DGRDE. Bidders are advised to carefully review all tender documents and schedules, as omissions or misinterpretations will not be grounds for bid reconsideration. A practical tip for bidders is to ensure all required documents, including proof of FBR registration, OEM numbers, and detailed cost breakdowns, are complete and attached to avoid disqualification. Early collection of bidding documents and participation in the tender conference can provide valuable clarifications and improve bid quality. This tender represents a significant opportunity for firms with relevant expertise to contribute to a critical defense training system while leveraging indigenous manufacturing capabilities.
