Innovative Intervention in Tourism Sector for KP Smart Tourism Command & Monitoring System

The Khyber Pakhtunkhwa Culture & Tourism Authority invites eligible firms, companies, and service providers to submit bids/proposals through the e-Pak Acquisition and Disposal System (EPADS) for the project titled 'Innovative Intervention in Tourism Sector' under ADP Code No. 1858 / 251487 (2025-26). This project aims to establish the KP Smart Tourism Command & Monitoring System (STCMS) in Peshawar, which will function as a 24/7 central command center for tourism safety, emergency response, monitoring, and service coordination across Khyber Pakhtunkhwa. The system will include live camera feeds, dashboards, GIS mapping, incident reporting, and coordination with Tourism Police, District Administration, Rescue 1122, and Helpline 1422. Items being procured: - Development of Software & Upgradation Solution for KP Smart Tourism Command & Monitoring System (STCMS) (Package-I) - Supply & Installation of Monitoring & Display Systems for STCMS (Package-II) The technical scope covers software development, system upgrades, and installation of monitoring and display hardware to support the command center's operations. Bidders must have valid/renewed registration certificates with recognized professional bodies, including FBR (NTN & KPRA/STRN Certificate), and if a company, a SECP certificate. Firms must be active on the active taxpayer list. Bids must be submitted electronically via the EPADS platform by **3rd September, 2026 at 11:00 am**. No hard copy submissions are required. Bids will be opened on the same day at **11:30 am** in the presence of bidders or their authorized representatives. Separate bids must be submitted for each package with package-wise rates. A Call Deposit Receipt (CDR) equal to 2% of the quoted amount must be submitted as bid security for each package in favor of the KPK Culture & Tourism Authority Fund Account. The original CDR must be submitted to the KPCTA office by the bid submission deadline, while a scanned copy must be uploaded on EPADS. Bidding documents can be obtained from the undersigned's office during office hours upon payment of a non-refundable fee of Rs. 1,000/- if a hard copy is required, or downloaded free from EPADS, KPPRA, and KPCTA websites. A pre-bid meeting will be held on **24th August, 2026 at 03:00 pm** in the conference hall of the Khyber Pakhtunkhwa Culture and Tourism Authority. Bidders must submit an affidavit on stamp paper, attested by a notary public, affirming the correctness of the information provided in the bidding documents. One practical tip for bidders is to ensure timely electronic submission via EPADS and to attend the pre-bid meeting to clarify any technical or procedural queries, which can improve the quality and compliance of their bids.
