Tender Description
The Local Government and Rural Development Department of Azad Jammu & Kashmir is procuring the installation of 400 solar street lights (all in one) and replacement of batteries for 80 existing solar street lights in Muzaffarabad City. This project involves supply and installation of solar lighting systems with detailed technical specifications provided in the bidding documents. The scope covers the entire city area, ensuring improved street lighting through renewable energy solutions.
Eligible bidders must be registered with the Pakistan Engineering Council in Category C-4 or above with specialization codes EE-11 and EE-06, and have a minimum of five years of relevant experience. Registration with FBR or AJK CBR and active status on the Federal Board of Revenue's Active Taxpayer List (ATL) is mandatory. Bidders are required to submit earnest money in the form of CDR or bank guarantee from a scheduled bank with branches in AJK along with their technical bids.
The bidding documents, including detailed terms, conditions, drawings, BOQ, and specifications, can be purchased for a non-refundable fee of Rs. 5000 from April 29, 2026, to May 13, 2026. A pre-bid meeting is scheduled for May 6, 2026, at 11:00 hours in the Committee Room of Kashmir House, Sector G-5/2 Islamabad. Bidders are advised to conduct a site visit in Muzaffarabad to gather firsthand information before submitting their bids.
Bids must be submitted in two sealed envelopes marked Technical and Financial, enclosed in a single outer envelope, to the specified address by May 14, 2026, at 11:30 hours. Technical bids will be opened the same day at 12:00 hours. Incomplete or conditional bids without bid security will be rejected. The successful bidder must provide a Pakistan Council of Renewable Energy Technologies (PCRET) test report confirming the quality and specifications of the supplies.
