Tender Description
Pakistan Airports Authority (PAA) Karachi invites bids for the Installation of a modern Chiller Plant Manager (CPM) system and Automation Control of AHU-44 at the Utility Building, Jinnah International Airport Karachi. This turnkey project includes provisioning, installation, programming, testing, commissioning, and maintenance of a complete CPM system with advanced HVAC control features.
Items being procured:
- Installation of Chiller Plant Manager including DDC Controller (BACnet Compliant), I/O Expansion Modules, Rack-mount UPS, temperature sensors, thermowells, water flow switches, pressure transmitters, motorized butterfly valves, Modbus and BACnet routers, Energy Analyzer with CTs, server, monitoring LED screen, and wiring
- Automation Control of AHU-44 including duct-type temperature and humidity sensors, immersion temperature sensors, brass thermowells, water flow switches, differential pressure switches, current switches, chilled water pressure sensors, smoke detectors, damper actuators, chilled water control valves, modulating valve actuators, fire damper actuators
- Network wiring between Passenger Terminal Building and Utility Building including CCTV camera wiring with STP Cat-6 cable, RJ-45 connectors, 12 Core single mode Fiber Optics Cable, Media Converters, Optical Distribution Frame (ODF), and fiber optic splicing
The scope covers all hardware, software development including GUI, programming, modifications to existing panels, software calibration, field diagnostics, trial runs, and development of cause and effect tables for advanced features. The system shall be based on open architecture, BACnet protocol, and Niagara 4.9 platform or equivalent, supporting integration with third-party devices and future expansion.
Eligibility requires valid PEC license C-5 or above with specialization ME-01 & ME-04, NTN registration, active taxpayer status, bid security of PKR 1,500,000, and compliance with PAA's HSE manual. Bidders must submit technical data sheets, compliance matrix, and demonstrate experience in similar HVAC automation projects.
Bids must be submitted electronically via EPADS portal and physically to the office of Sr. Joint Director (HVAC), JIAP Karachi before the closing date. Original bid security must be submitted in sealed envelope before bid opening. Technical and financial bids will be evaluated as per PAA criteria.
