Installation of RCC Pipe Line 18'' at UC-153 Benazir Colony Near Sehrish Nagar (Phase-1)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the installation of an 18-inch RCC pipe line at UC-153 Benazir Colony near Sehrish Nagar (Phase-1) in Hyderabad. This procurement is conducted under the Single Stage – One Envelope Procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Installation of RCC Pipe Line 18'' at UC-153 Benazir Colony Near Sehrish Nagar (Phase-1) The scope includes dismantling cement concrete, excavation for pipeline trenches, providing fence guards and temporary crossings, laying RCC pipes of ASTM C-76-62 Class II wall B, cement concrete brick or stone ballast, reinforced cement concrete work, fabrication of deformed steel reinforcement, manufacturing and supplying RCC manhole covers, refilling excavated material, and cement concrete plain works. The contract duration is 12 months. Bidders must be registered with FBR (Active Taxpayer List), Sindh Revenue Board, and possess valid NTN and Sales Tax certificates. They must have completed at least two similar works in the last two years and have two ongoing projects of similar nature. Financial soundness must be demonstrated via bank statements for the last three years. An affidavit on E-stamp paper confirming no blacklisting, no litigation, and no abandoned works is mandatory. Technical staff and equipment availability as per bidding documents is required. Work methodology and execution plan must be submitted. Tender documents are available on the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs.3000/- is payable via Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost is required in the form of Call Deposit, Pay Order, or Bank Draft in favor of Executive Engineer Hyderabad Municipal Corporation. Scanned copies must be uploaded on E-PADS and original instruments submitted before bid opening. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. Bid opening will be held on 06-11-2026 at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the Procurement Committee and bidders' representatives. The bid validity period is minimum 90 days from the date of opening. Conditional, incomplete, or unsigned bids will be rejected. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Integrity Pact must be signed for contracts exceeding prescribed limits.
