Installation of Solar Tube Well and Solarization of Offices and Laboratories at Tobacco Research Station Mardan

The Pakistan Tobacco Board is procuring the installation of a solar tube well and solarization of offices and laboratories at the Tobacco Research Station located in Mardan, Khyber Pakhtunkhwa. This tender invites experienced and registered firms to supply and install solar power systems including tube well drilling, solar panels, inverters, batteries, and related civil works. The scope includes drilling boreholes up to 200 feet, installing PVC pipes and strainers, shrouding with filtration stones, and setting up a 15 kW solar power system with high-quality Tier 1 mono-crystalline PV modules. Additionally, solarization of laboratories and offices involves installation of bi-facial solar modules, hybrid inverters, lithium-ion battery storage, customized rust-free frames, DC and AC cabling, circuit breakers, earthing, net metering with PESCO, and concrete pads. The project also covers transportation, installation, commissioning, and training services. Eligible bidders must be registered with Sales Tax and Income Tax authorities, have valid professional tax certificates, and demonstrate at least seven years of relevant experience with a minimum of five supply orders since 2017. Firms should have at least four offices across Pakistan and completed commercial projects up to 500 kW. Bids must be submitted electronically via e-PADS using the Single Stage – Two Envelope Procedure, ensuring separate technical and financial proposals. Earnest Money in the form of CDR not exceeding 2% of the estimated cost is mandatory. The deadline for submission is strictly enforced, and late or incomplete bids will be rejected. The technical bid will be evaluated first, and only technically qualified bidders will have their financial proposals opened. The successful bidder will be required to submit a performance guarantee equal to 5% of the contract value.
