Installation of Water Supply Line 6" Dia in Various Areas of UC-154 (Phase-1) Hyderabad

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the installation of water supply line 6" diameter in various areas of UC-154 (Phase-1) Hyderabad. This procurement is part of the development schemes under the Hyderabad Municipal Corporation for the financial year 2026-27. Items being procured include: - Installation of Water Supply Line 6" Dia in Various Areas of UC-154 (Phase-1) The technical scope covers excavation, laying, jointing, testing, and refilling for the water supply pipeline using high density polyethylene (HDPE) pipes and fittings. The work includes dismantling, excavation in hard soils, providing fence guards and temporary crossings, and installation of HDPE pipes and fittings such as elbows, tees, end caps, and butt fusion joints. The project also involves refilling excavated material with proper compaction and cement concrete works as per specifications. Eligible bidders must have valid registration with Pakistan Engineering Council (PEC) in the relevant category for the year 2026-27, active taxpayer status on FBR ATL, registration with Sindh Revenue Board (SRB), valid NTN and sales tax certificates, and must have completed at least two similar works in the last two years with ongoing projects of similar nature. Submission of bank statements for the last three years and an affidavit on e-stamp paper declaring no blacklisting or litigation is mandatory. Bidders must also provide work methodology and execution plan. Tender documents can be downloaded from the SPPRA E-Procurement System (E-PADS) portal. A non-refundable tender fee of Rs. 3,000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted in the form of Call Deposit, Pay Order, Bank Draft, or Bank Guarantee from any scheduled bank in Pakistan in favor of Hyderabad Municipal Corporation. Scanned copies must be uploaded with the electronic bid and original instruments submitted before bid opening. Bids must be submitted electronically through E-PADS only by 26-10-2026 up to 11:00 AM. Bids will be opened on the same day at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the Procurement Committee and bidders' representatives. Manual bids will not be accepted. The contract period is 24 months with a defect liability period of minimum 24 months after completion. Performance security of 10% of contract price is required from the successful bidder. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules.
