Labour Work for Refilling, Restacking and Handling of Food Grain Bags at Karachi Food Godowns

The Regional Directorate of Food Karachi Region is procuring labour services for the refilling, restacking, and handling of food grain bags at various Karachi food godowns, specifically at Landhi and Pipri locations. This tender invites qualified contractors to undertake essential labour work to ensure proper management and handling of food grain stocks. Items being procured: - Re-filling / Replacement of 30,000 bags of food grains with simultaneous collection of loose grains, standardization on scale, stitching with required material, and re-stacking in various sheds at Landhi godowns - Restacking and handling of 30,000 bags involving removal from one unit to another, re-filling of loose grains by standard weightment, proper stitching, and material arrangement - Handling and shifting of 70,000 bags of grains from godown to godown at Landhi and Pipri The technical scope includes the provision of all necessary materials for stitching and standardization, proper handling and transportation of bags within godowns, and ensuring the integrity and safety of food grains during the process. The contract period extends until 30th June 2027 with possible extension as per SPPRA rules. Eligibility criteria require contractors to have a valid registration with NTN and Sindh Revenue Board, professional tax paid for the last three years, registration with the Registrar of Firms or SECP, and a minimum financial turnover of Rs. 200 million over the last three years. Experience of at least three years with provincial food departments or federal organizations such as PASSCO or TCP is mandatory. Affidavits regarding non-blacklisting, non-subletting, and authorized signatures are also required. The bid security of Rs. 1.00 million must be submitted in the form of call deposit or CDR valid for 28 days beyond bid validity. Bids must be submitted online via SPPRA e-PADS portal by 23rd July 2026 at 1:00 PM, with technical and financial bids opened at 1:30 PM the same day. The successful bidder will be required to execute an agreement on non-judicial stamp paper within seven days of acceptance.
