Laying of Foremain from Dullu Khurd upto Hudara Drain Lahore

Water and Sanitation Agency (WASA), Lahore invites sealed bids from suppliers, contractors, and companies registered on Punjab e-Procurement System (eP) with valid PEC license in category C-4 or above with specialization in codes CE-09 & CE-10, registered with FBR and PRA, having active filer NTN and PNTN for the work of laying of foremain from Dullu Khurd upto Hudara Drain Lahore. Items being procured: - Laying of foremain pipeline from Dullu Khurd to Hudara Drain in Lahore. The procurement will be conducted through Punjab e-Procurement System (eP) of Punjab Procurement Regulatory Authority (PPRA). Bidding documents containing detailed requirements, terms, and conditions are available online at https://ep.punjab.gov.pk/ and http://ppra.punjab.gov.pk/. The bidding procedure is single stage two envelopes. Technical bids will be opened on 13-10-2026 at 12:30 PM on Punjab e-Procurement System. Submission of hard copies is not accepted. The digital bid security/e-Bid Security is 5% of the estimated cost i.e. Rs. 9,824,050 and must be verifiable on Punjab e-Procurement System. Only technically responsive bidders will qualify for opening of financial bids. Financial bids of non-responsive bidders will remain unopened. The successful bidder shall furnish performance security of 10% of the accepted tender price. No cutting or amendment in bid quoted by contractors through electronic system is allowed. No telephonic or conditional tenders and no earnest money other than bid security will be entertained. Firms/contractors are responsible for payment of all applicable taxes as per Government of Punjab rules. Current PPRA rules apply strictly. Bids containing corrupt or unreadable records will be rejected as per PPRA Regulations 2024. If the last date of bid submission falls on an official holiday, the next working day will be the deadline. The procuring agency may reject all bids or proposals at any time prior to acceptance under PPRA Rule-35. Bidders must submit e-bids by uploading PDF files on Punjab e-Procurement System as per Regulation-6(4) of PPRA Regulations-2024. Bids will be valid for 120 days.
