Tender Description
Water And Sanitation Agency (WASA) Lahore invites bids from contractors, firms, and companies registered on Punjab e-Procurement System with valid PEC license in category C-6 or above, specializing in codes CE-09 and CE-10, and registered with FBR and PRA (having active filer NTN and PNTN). The procurement is for the laying of a storm water sewer for Jinnah U-Turn at Maulana Shaukat Ali Road, Lahore.

The procurement will be conducted through the Punjab e-Procurement System of the Punjab Procurement Regulatory Authority (PPRA). Bidding documents containing detailed requirements, terms, and conditions are available for registered bidders on the Punjab e-Procurement System website and the PPRA website. The bidding procedure is Single Stage Single Envelope. Bids must be submitted on the Punjab e-Procurement System before 22-09-2026, not later than 11:00 AM. Bids will be opened the same day at 11:30 AM. Submission of hard copies of bids is not accepted.
The digital bid security or e-Bid Security must be 3% of the estimated cost, amounting to Rs. 200,117.07, payable in favor of WASA Lahore and verifiable on the Punjab e-Procurement System. Bidders must submit e-bids by uploading PDF files as per PPRA Regulations 2024. The procurement is governed by PPRA Rules 2014 and Punjab Procurement Regulations 2024. The procuring agency may reject any or all bids at any time prior to acceptance under PPRA Rules 2014 (Rule-35). Conditional tenders, telegraphic or postal bids will not be accepted.
The bids will remain valid for 120 days. In case the last date of submission falls on an official holiday, the next working day will be considered the deadline. Bidders are required to quote their rates against each item of DNIT/BOQS in their financial bids. Quoting rates in percentage of estimated cost will be rejected.
A practical tip for bidders: Ensure your PEC license category and specialization codes are up to date and your FBR/PRA registrations are active before submitting your bid. Also, strictly follow the Punjab e-Procurement System submission guidelines to avoid disqualification due to technical errors.
