Water and Sanitation Agency (WASA) Lahore invites bids from Contractors/Firms/Companies registered on Punjab e-Procurement System having valid license from PEC in category C5 or above with specialization in codes (CE-09, CE-10 & ME-06) registered with FBR and PRA (having Active Filer NTN and PNTN), for laying of storm water system for Firdos Market and M.M. Alam Road, Lahore. The procurement will be carried out through Punjab e-Procurement System of Punjab Procurement Regulatory Authority (PPRA). The bidding procedure is Single Stage Two Envelopes. Bids must be submitted on Punjab e-Procurement System on or before 17-10-2026, not later than 11:00 AM. Technical bids will be opened on the same day at 11:30 AM on Punjab e-Procurement System. Submission of hard copies of bids shall not be accepted. The digital bid security / e-Bid Security for an amount of 3% of estimated cost i.e. Rs. 1,376,998.5 in favor of WASA Lahore shall be verifiable on Punjab e-Procurement System. Only technically responsive bidders will qualify for opening of financial bids. Financial bids of bidders found technically non-responsive shall remain un-opened. If the e-bid or proposal submitted on Punjab e-Procurement System is found corrupt, unreadable or contains virus, the e-bid or proposal shall be rejected as per Regulation-8(4) of PPRA Regulations-2024. The bidder shall submit e-bids through uploading PDF file on Punjab e-Procurement System as per Regulation-6(4) of PPRA Regulations-2024. The procuring agency may reject all bids or proposals at any time prior to acceptance of a bid or proposal under Punjab PPRA Rules 2014 (Rule-35). Conditional tenders will not be accepted. No tender via telegraph or by post will be accepted. Bid submitted through Punjab e-Procurement System shall only be considered. In case the last date of bid submission and opening falls in or within the official holidays, the last date for submission and opening of the bids shall be the next working day. The bidder shall be required to quote their rates against each entry/item of DNIT/BOQS in their financial bids. Bid quoted in percentage (%) of estimated cost shall be rejected.
