LEASE: Establish, Operate and Maintain Baggage Wrapping Facility at Jinnah International Airport Karachi

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Pakistan Airports Authority (PAA) invites bids for the lease concession to establish, operate, and maintain the Baggage Wrapping Facility at Jinnah International Airport, Karachi. This opportunity is for a period of five years or until the outsourcing period ends, with a 10% annual enhancement on the cumulative lease amount each subsequent year. The facility is located at Level-VI, Jinnah Terminal, JIAP Karachi. Items/lot involved: - Establishment, operation, and maintenance of Baggage Wrapping Facility (Room No. 01, Briefing Area, Level-VI, Jinnah Terminal) The concession requires bidders to have relevant experience, good reputation, and sound financial background. Technical evaluation carries 80% weightage. Tender forms can be obtained upon written request with CNIC and NTN certificates, along with a non-refundable payment of Rs. 5,000 via Pay Order/Demand Draft in favor of Pakistan Airports Authority. Bids must be submitted in two sealed envelopes marked Technical and Financial offers, placed together in one envelope, and dropped in the designated tender box at the Main Conference Room (Room No. 6035) at Level-VI, Jinnah Terminal by the specified deadline. Late or conditional bids will not be accepted. Advance Income Tax will be deducted as per law. Defaulters of PAA dues are ineligible. The tender opening will be held on 09-09-2026 at 1530 hrs, with technical bids opened 30 minutes after submission deadline in the presence of bidders. No tender sale on the last day.
