Lease of Baggage Wrapping Facility at Quetta International Airport

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Pakistan Airports Authority (PAA) invites bids for the lease of the Baggage Wrapping Facility at Quetta International Airport (QIAP). The concession is for a period of five years with a 10% annual enhancement on the cumulative basis during subsequent years. The facility is located in the COO / APM Departure Briefing Area of QIAP, Quetta. The monthly reserve price is set at Rs. 120,000/-. Only bids higher than the reserve price will be entertained. Items being auctioned: - Establish, Operate and Maintain Baggage Wrapping Facility at QIAP Departure Briefing Area The concessionaire will be responsible for the full operation and maintenance of the facility throughout the lease period. Interested bidders must be registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. Technical evaluation will carry 80% weightage. Tender forms can be obtained from the Office of Officer Incharge Commercial, Quetta International Airport, upon submission of a written request with CNIC and NTN certificates along with a non-refundable payment of Rs. 5,000/- via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Sealed technical and financial bids must be submitted in separate envelopes clearly marked and placed together in one envelope. Bids are to be dropped in the designated box at the office of Airport Manager / COO, QIAP by 08-09-2026 at 11:00 hrs. Technical bids will be opened at 11:30 hrs the same day in the presence of bidders. Advance income tax will be deducted as per Income Tax Ordinance 2001. Defaulters of PAA dues are not eligible. Late, ambiguous, or conditional bids will be rejected. Submission of fake documents will lead to disqualification and blacklisting.
