LEASE: Establishment, Maintenance and Operation of CIP Lounges at Bacha Khan International Airport Peshawar

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Pakistan Airports Authority (PAA) invites bids for the lease of the establishment, maintenance, and operation of CIP Lounges at Bacha Khan International Airport, Peshawar. The concession period is five (05) years with a reserve price of Rs. 1,128,000/- and a 10% annual enhancement on a cumulative basis for subsequent years. Only bids exceeding the reserve price will be entertained. Items being leased: - Establishment, Maintenance and Operation of CIP Lounges at Peshawar International and Domestic Lounges The concessionaire will be responsible for the full operation and upkeep of the lounges, ensuring high standards of service and maintenance throughout the contract period. The lease includes all operational rights and responsibilities as per PAA regulations. Eligibility criteria require registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. Technical evaluation carries 80% weightage. Tender forms can be obtained from the Joint Director Commercial office at BKIAP upon submission of a written request with CNIC and NTN certificates and payment of Rs. 5,000/- via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Tender submissions must be sealed in separate envelopes for Technical and Financial offers, clearly marked and placed in the designated tender box at the Airport Manager/COO office by the deadline. Late or conditional bids will not be accepted. Advance Income Tax will be deducted as per law. Outstanding dues with PAA must be cleared before financial bid opening. The tender opening will be held on 11th November 2026 at 11:30 a.m., with technical bids opened half an hour after submission deadline in the presence of bidders. Bidders are advised to carefully review all tender documents and ensure compliance with all requirements. Timely submission and proper documentation are critical to avoid disqualification.
