LEASE: Outsourcing of Departure and Arrival Lounges Concession at Allama Iqbal International Airport Lahore

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Pakistan Airports Authority (PAA) invites bids for the outsourcing concession of Departure and Arrival Lounges at Allama Iqbal International Airport Lahore. The concession is offered for a period of five (05) years or until the finalization of the Lahore Airport Expansion Project, whichever occurs earlier. The reserve price for the concession is **PKR 1,578,300/-**. The concessionaire will be subject to a 10% annual enhancement on a cumulative basis during subsequent years. Only bids exceeding the reserve price will be entertained. Items being leased: - Departure Lounge Concession Premises - Arrival Lounge Concession Premises The tender process follows a single stage/two-envelope basis requiring separate sealed Technical and Financial offers. Tender forms can be obtained from the office of the Sr. Deputy Director Commercial at AIIAP Lahore upon submission of a written request, CNIC copy, NTN certificate, and a non-refundable payment of Rs. 5,000/- via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Bids must be submitted in a sealed envelope placed in the designated tender box at the office of Airport Manager/COO, AIIAP Lahore by the specified deadline. Late or conditional bids will not be accepted. Technical bids will be opened half an hour after the deadline in the presence of bidders who wish to attend. Eligibility requires bidders to have relevant experience, good reputation, and sound financial background. Defaulters of PAA dues are ineligible. Advance Income Tax will be deducted under section 236-A of the Income Tax Ordinance, 2001. Submission of fake documents or pay orders will result in blacklisting and forfeiture of Earnest Money.
