LEASE: Pakistan Railway Land for Multi-Storey Commercial Plaza, IT Park, Hospital, Showrooms, Food and Retail Outlets for 21+21 Years

Pakistan Railways invites interested bidders to participate in the leasing of railway land at multiple locations for establishing multi-storey commercial plazas, IT parks, hospitals/health care units, showrooms, food and retail outlets, and mixed-use commercial activities for a lease term of 21 years with an option to extend for another 21 years. The leasing opportunity covers various plots across divisions including Peshawar, Rawalpindi, Lahore, and Sukkur, with specific sites such as Kabul River Seen/Nowshera, Attock City Station, Mardan Station Yard, Bakery Chowk Rawalpindi, and others. Items/Properties being leased include: - PSC-1 to PSC-12 plots in Peshawar Division ranging from 1,054 to 28,195 square feet - ITB RWP-1 Near Bakery Chowk Rawalpindi, 27,000 sft - LHR-1 Faisalabad Tariqabad Road (Plot-C), 24,840 sft - LHR-2 Sambrial, 1,750 sft - SUK-1 and SUK-2 plots in Sukkur Division, including a large 119,540 sft site The lessee is responsible for all construction, approvals, utilities, finishing, branding, and maintenance. The design must comply with local building by-laws and railway safety clearances. Ownership of land remains with Pakistan Railways, while buildings constructed by the lessee will transfer to Pakistan Railways at lease expiry without compensation. The lease includes a 2-year mobilization period with no rent payable during this time. Eligibility criteria include legal entity registration, valid tax registration with active taxpayer status, no blacklisting or conflict of interest, minimum financial soundness with net worth and turnover thresholds depending on plot size, and minimum 7 years of relevant national or international experience in construction or real estate development. Individuals must provide authorization from a commercial property developer or construction company. Key dates: Bids must be submitted by 22nd September 2026 at 14:00 PST. Technical proposals will be opened the same day at 14:30 PST at the office of Director General/Property & Land, Pakistan Railways Headquarters, Lahore. Financial proposals of technically qualified bidders will be opened later. Bids must be submitted in sealed envelopes with separate technical and financial proposals following the Single Stage Two Envelope procedure. A non-refundable tender processing fee of PKR 10,000 is required to obtain bidding documents. Bid security must be furnished as per requirements.
