Lease of 02 Refreshment Counters and Vending Machines at Jinnah International Airport Karachi

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Pakistan Airports Authority (PAA) invites bids for the lease of two refreshment counters located at the Main Level – I and II of Jinnah International Airport Karachi. The counters measure 299.5729 sqft and 221.8333 sqft respectively, situated in Concourse A Hall (Western Side) and Level-VI of the terminal. Additionally, vending machines along with VISI Coolers, one each inside the International and Domestic areas of Jinnah Terminal, are included in this concession. The lease period is five years or until outsourcing of the airport, with a 10% annual enhancement on a cumulative basis during subsequent years. The reserve price is set at a monthly rate of Rs. 4,904,100/-. Bids exceeding the reserve price will be entertained. Interested bidders must be registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. Technical evaluation will carry 80% weightage. Tender forms can be obtained from the Office of Officer In-charge, Commercial, located at Level-III, Room No. 3016-17, JTC, JIAP Karachi, upon submission of a written request with CNIC and NTN certificates and payment of Rs. 5,000/- non-refundable via Pay Order or Demand Draft in favor of Pakistan Airports Authority. Tender documents, including separate sealed Technical and Financial offers, must be submitted in one envelope and dropped in the designated box at the Main Conference Room (Room No. 6035) Level-VI, Jinnah Terminal by 20-10-2026 at 1500 hrs. Technical bids will be opened at 1530 hrs the same day in the presence of bidders. Advance Income Tax will be deducted as per law. Defaulters of PAA dues are ineligible. Submission of fake documents or pay orders will lead to disqualification and blacklisting. Outstanding dues must be cleared before financial bid opening.
