LEASE: Renting of Plot for Fuel Station and Allied Commercial Activities on BOT Basis at Thandi Sarak Hyderabad

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The State Life Insurance Corporation of Pakistan (SLIC) invites bids for leasing its open plot measuring 7,482 square yards located at Thandi Sarak, Hyderabad for establishing a fuel station and allied commercial activities on a Build Operate and Transfer (BOT) basis. The lease is offered for a fixed period of 15 years, extendable by 10 years with mutual consent. The project includes construction and operation of a fuel station along with allied commercial activities such as a tuck shop, tyre shop, service station, oil changing spot, fuel pump office, mosque, toilets, ATM, and fast food/coffee restaurant/mart. Items being leased: - Plot area: 7,482 square yards at Survey No. 285 (Part), 286 & 329, Deh Giddu Bander, Thandi Sarak, Hyderabad - Allied commercial activities including tuck shop, tyre shop, service station, oil changing spot, fuel pump office, mosque, toilets, ATM, fast food/coffee restaurant/mart - Building height allowed: Ground + 1 floor (prefabricated engineered/RCC structure) - Subletting allowed for allied business activities within lease period only The successful bidder will be responsible for all investment, approvals, taxes, and construction within 12 months from signing the concession agreement. Monthly rent starts after construction completion and is Rs. 3.5 million minimum per month, payable in advance with an 8% annual escalation. A security deposit equal to six months' rent is required, also escalated annually by 8%. Performance security of Rs. 10 million is required for project completion. Eligibility criteria include being an Oil Marketing Company (OMC) or authorized dealer with valid registration, active taxpayer status, and no blacklisting or litigation history. Bids must be submitted in two envelopes: technical and financial proposals, with bid security of Rs. 350,000.
