Tender Description
The University of Sindh, Jamshoro, under the Higher Education Commission funded project titled 'Strengthening and Up-Gradation of Academic Facilities at University of Sindh, Jamshoro', is procuring the left over remaining work of Information Technology Service at the Institute of Information Technology, along with the extension of the Administrative Block for the Students Financial Aid Office, Office of Research, Innovation and Commercialization (ORIC), and Quality Enhancement Cell (QEC). This project is located specifically in Jamshoro, Sindh.
The technical scope includes civil works such as construction and extension of administrative blocks, electrical works including wiring and installation of electrical equipment, and plumbing works covering sanitary and water supply systems. The project involves detailed construction activities including reinforced cement concrete, brickwork, plastering, flooring, painting, electrical installations, and plumbing fixtures. The scale of work is significant with an estimated cost of **PKR 79.4 million** and a completion period of 10 months from the date of commencement.
Eligible bidders must have valid registration with the Pakistan Engineering Council in relevant categories, active registration with the Federal Board of Revenue and Sindh Revenue Board as active taxpayers, and must not be blacklisted by any procuring agency. A minimum of five years' experience in similar services in higher education institutions or large public sector organizations is required. Bidders must also possess an electrical license for the Hyderabad region and demonstrate financial capability with an annual turnover of at least **PKR 80 million** over the last five years.
The tender fee is **PKR 5,000** and earnest money is 5% of the estimated cost (**PKR 3.97 million**). Bids must be submitted electronically through the Sindh Public Procurement Regulatory Authority's Electronic Procurement and Disposal System (EPADS) by **18-06-2026 at 11:00 AM**. Manual bids will not be accepted. Technical bids will be opened on the same day at 11:30 AM in the office of the Incharge Project Director, HEC Funded Project, University of Sindh, Jamshoro.
A practical tip for bidders is to ensure timely submission of the bid security and tender fee pay orders/demand drafts to the procuring agency's office before bid opening, as any conditional or incomplete earnest money submission will lead to disqualification. Also, bidders should carefully prepare their technical proposals in accordance with the evaluation criteria to avoid rejection at the technical stage.
