Tender Description
Pakistan Ordnance Factories Board (POF) based in Wah Cantt is procuring legal counsel services from a reputed law firm to handle court cases of various nature across Pakistan and internationally. The scope includes representation in Supreme Court, High Courts, District and Tehsil Courts, Federal Service Tribunal, and other tribunals such as insurance tribunal, Labour Court, NIRC, NCHR, and Federal Ombudsmen. The firm will also provide legal opinions, vet contracts, and handle arbitration matters both local and international. The contract is performance-based for one year, extendable up to three years with mutual consent. The law firm must have extensive experience in litigation, commercial contracts, and regulatory matters, with a credible market reputation and capacity to manage approximately 250 pending cases nationwide. The firm's senior lawyer or partner is expected to visit POF Legal Cell for discussions on alternative weekends. Bidders must submit a detailed company profile, disclose any conflicts of interest, and demonstrate experience with government and defence organizations. The procurement follows a single-stage one envelope procedure with technical and financial proposals submitted together. The evaluation will be based on Quality and Cost Based Selection (QCBS) with 70% weight on technical score and 30% on cost. Bids must reach the Director Administration office at POF Wah Cantt by 22 June 2026 at 10:00 hrs, with opening at 10:30 hrs the same day. An earnest money of Rs. 10,000 non-refundable bank draft in favor of POF Central Welfare Fund is required with the bid documents.
