Establishment of Logistic Park / Modern Truck Terminal along the Northern Bypass (M-10), Karachi

The Sindh Mass Transit Authority (SMTA), Government of Sindh, invites sealed bids from reputed companies or consortiums for the establishment of a Logistic Park and Modern Truck Terminal along the Northern Bypass (M-10) in Karachi. This project involves the development of a privately arranged land parcel of 400 acres or more, including financing, design, construction, commercial integration, operation, maintenance, and management. The procurement will follow the SPPRA 2010 Rules (Amended to date) under a Single Stage Two Envelope Procedure through print media and the EPAD portal. Items being procured: - Establishment of Logistic Park / Modern Truck Terminal along the Northern Bypass (M-10), Karachi The scope includes land development, infrastructure construction, and operational setup for a large-scale logistics and truck terminal facility. The site is a contiguous land parcel of at least 400 acres along the Northern Bypass (M-10). Eligibility criteria require bidders to be registered corporate entities or consortiums (max 5 members) with the lead member holding at least 51% equity. Registration with FBR for Income Tax and Sindh Revenue Board for Sales Tax is mandatory. Firms must provide affidavits confirming no blacklisting and disclose any litigation status. Technical and operational experience must demonstrate a verifiable 10-year track record in at least two of the following areas: EPC/Infrastructure projects worth PKR 2.5 Billion or more; Terminal/Off-Dock Yard operations handling 300 or more HTVs per day; 3PL/Fleet logistics managing 6,000 MT/day or 150,000 TEUs/year; or deployment and management of logistics-specific gate automation and electronic data interchange systems. The bid security is a lump sum of PKR 25 Million along with the financial bid. Tender fee is PKR 5000 non-refundable. Bidding documents are available for download on the EPAD system from Monday, 5th October 2026. The deadline for bid submission is 19th November 2026 by 3:00 pm, with technical bid opening at 3:30 pm the same day. Bidders should ensure compliance with all eligibility requirements and submit bids in the prescribed format.
