Tender Description
This tender invites Expressions of Interest for the development of a Low-BTU Gas-Based Urea Fertilizer Plant in Quetta, Balochistan, issued by the Balochistan Board of Investment & Trade (BBoIT). The project falls under Construction & Civil Works Materials and Agricultural Inputs & Equipment categories.
The project focuses on utilizing Balochistan's indigenous Low-BTU gas resources to establish a urea fertilizer manufacturing plant. This strategic initiative aims to reduce reliance on imported fertilizers, boost agricultural productivity, and promote industrial development in the region. The scope includes development of an integrated ammonia-urea production complex, associated utilities, storage, handling, and logistics infrastructure, all compliant with international HSE and ESG standards. The plant will be designed for long-term sustainable operations with a robust financing and technology framework.
Interested parties should have proven experience in fertilizer, petrochemical, or gas-based industrial projects, strong technical capabilities, and financial strength. Compliance with regulatory standards and environmental, social, and governance (ESG) frameworks is essential. The project aligns with government industrialization strategies and requires submission of company profiles, financial statements, technical summaries, and designated focal persons with contact details.
The submission deadline is set for 20th March 2026, with both hard copy and electronic submissions accepted. Bidders should address their submissions to the Balochistan Board of Investment & Trade at Office #A-2, Chaman Housing Scheme Airport Road, Quetta. The technical and financial bids will be evaluated transparently to select credible sponsors and consortium partners.
Pro-Tip: Ensure your submission includes a valid Call Deposit Receipt (CDR) and detailed technical bid documents. Double-check the newspaper advertisement for any specific stamp duty or Earnest Money requirements that are often overlooked in such high-value industrial projects.
