Tender Description
The Sindh Mass Transit Authority (SMTA), Government of Sindh, invites sealed bids from reputed companies for maintenance works at the BRT Green and Orange Line Corridors in Karachi. This tender covers miscellaneous repair, replacement, and maintenance of roads, buildings, electrical systems, HVAC, and MEP works. The contract will be executed on a framework/rate contract basis with no minimum order quantity or value guaranteed.

The scope includes comprehensive maintenance of infrastructure and systems along the BRT corridors, ensuring operational efficiency and safety. Bidders must comply with the Single Stage Two Envelope procedure as per SPPRA 2010 rules, submitting technical and financial bids through print media and the EPAD portal.
Eligibility criteria require valid registration with the Pakistan Engineering Council (PEC) in category C3 and discipline CE-01, CE-10, or JV member PEC category C4. Registration with FBR for Income Tax and Sindh Revenue Board for Sales Tax is mandatory. Firms must provide a litigation list, affidavit of no blacklisting, and demonstrate experience with similar assignments costing at least Rs. 240 million each over the past five years. Experience in Metro Bus system maintenance is advantageous. Annual average turnover for the last three years must be Rs. 400 million for a single entity or applicable to all JV members.
The tender fee is PKR 5000, and a lump sum bid security of PKR 5.5 million must accompany the technical bid. The deadline for bid submission is 07-10-2026 by 03:00 pm, with technical bid opening at 03:30 pm the same day. Bidding documents are available for download from the EPAD system starting 21st September 2026.
Un-responded tenders will be reissued with a second attempt issue date of 08-10-2026 and submission/opening date of 26-10-2026. Funds are confirmed available with the procuring agency. Bidders should ensure bids are complete with required bid security and submitted on time to avoid rejection. Blacklisted firms will be disqualified. Bid validity is 90 days.
A practical tip for bidders: Carefully review the PEC category and JV member requirements to ensure eligibility, and prepare all supporting documents including affidavits and litigation status to avoid disqualification during technical evaluation.
