Tender Description
The State Bank of Pakistan Banking Services Corporation (SBP BSC) Head Office Karachi, General Services Department, invites bids for the procurement of maintenance services for the fire fighting system at Karachi. This procurement is planned for the financial year 2026-27 and aims to ensure operational readiness and maintenance of critical fire safety equipment across multiple SBP premises in Karachi including the Main Building, Bolton Market Building, BSC House, Civic Centre, Day Care Centre, Deputy Governors' Residences, Governor's Residence, KDA Scheme, Learning Resource Center, Museum & Art Gallery, and Bank House.
Items being procured:
- Fire Alarm Detection System (13 units)
- All types of extinguishers including CO₂, DCP, Water, AFFF (670 units)
- Fire Hydrants, Hoses and Nozzles (40 units)
- Smoke and Heat Detectors (conventional & addressable) (1250 units)
- FM 200 Auto Systems (3 units)
- NOVEC-1230 Systems (2 units)
- Water & Sand buckets (70 units)
The scope includes 24x7 operational maintenance services at two firefighting points at the Head Office Karachi premises, deployment of qualified firefighters and technicians in shifts, periodic weekly maintenance activities, and compliance with NFPA standards. The service provider must maintain detailed logs, submit daily and monthly maintenance reports, and ensure immediate fault recovery and emergency support including weekends and holidays. The contract duration is two years with a fixed price and requires a 5% performance guarantee. Bidders must be registered with FBR and Sindh Sales Tax Department, hold a valid PEC license under category ME 02, and demonstrate relevant experience and financial capacity.
Bids must be submitted electronically via EPADS v2.0 by 25 September 2026 at 11:00 AM. Manual bids will not be accepted. Technical bids will be evaluated on a 100% technical basis with a passing mark of 100, followed by financial evaluation using Least Cost Based Selection. Bid security of PKR 340,000 is required. The contract will be awarded to the most advantageous bidder meeting all criteria. The procuring agency reserves the right to reject all bids.
Bidders are advised to carefully review the detailed bidding documents, attend the pre-bid meeting scheduled online on 16 September 2026, and ensure compliance with all submission requirements. The service provider should maintain confidentiality, provide comprehensive insurance coverage for personnel, and ensure all maintenance tools and materials are available without additional cost. Payment will be made monthly against satisfactory service reports.
