Tender Description
Pakistan State Oil Company Limited (PSO) Karachi is procuring services for the manufacturing of plastic resin from rejected oily cans and rejected plastic material. This procurement involves processing HDPE cans and plastic waste collected from the Can Manufacturing Unit (CMU) located in Karachi. The scope includes puncturing oily cans, removing labels, ensuring materials are free from oil and contamination, and converting them into reusable HDPE resin of the same color as the original cans. The vendor must arrange vehicle upliftment, supervise loading with CMU representatives, and provide Material Gate Pass documentation. A sample of 200 Kg of converted resin must be submitted for inspection and testing before full acceptance.
The vendor is required to remove all oil, dust, dirt, and foreign particles to ensure the final resin is free from smell and contamination. Processing loss is allowed up to 5% by weight. The vendor shall collect material once or twice a month as required. Staff entering PSO premises must comply with HSE guidelines and wear appropriate PPE. Rates should include all taxes, transportation, and weighing charges. PSO reserves the right to monitor processing at vendor premises.
Eligible bidders should have relevant experience in plastic recycling and manufacturing, valid FBR registration, and be prepared to submit earnest money or CDR as per PSO requirements. Technical bids should clearly demonstrate capability to handle oily HDPE materials and provide quality assurance.
The tender was published on 25th May 2026, with submission deadline on 9th June 2026. Quotations must be submitted to PSO House, Khayaban-e-Iqbal, Clifton, Karachi. Bidders are advised to carefully review all instructions and ensure compliance with PSO's technical and safety standards.
A practical tip for bidders: ensure your sample resin meets the exact color and contamination standards before submission to avoid rejection and delays. Early coordination with PSO representatives during material collection and processing will facilitate smooth contract execution.
