Tender Description
Water and Sanitation Agency (WASA) Lahore invites bids from WASA approved RCC pipe manufacturers registered with Punjab e-Procurement System, FBR and PRA (having Active Filer NTN and PNTN) for the manufacturing of R.C.C. manhole covers for WASA Lahore.

The procurement will be conducted through the Punjab e-Procurement system of Punjab Procurement Regulatory Authority (PPRA). Bidding documents containing detailed requirements, terms and conditions are available for registered bidders on Punjab e-Procurement system at https://ep.punjab.gov.pk/ and Punjab Procurement Regulatory Authority (PPRA) website at http://ppra.punjab.gov.pk.
The bidding procedure is Single Stage Two Envelopes. Bids must be submitted on Punjab e-Procurement System on or before 22-08-2026, not later than 11:00 AM. Technical bids will be opened on the same day at 11:30 AM. A digital bid security/e-Bid Security of 3% of the estimated cost amounting to Rs. 408,361.35 in favor of WASA Lahore is required and must be verifiable on Punjab e-Procurement System.
Only technically responsive bidders will qualify for opening of financial bids. Financial bids of bidders found technically non-responsive will remain unopened. Bids containing corrupt, unreadable or virus-infected files will be rejected as per PPRA Regulations-2024.
Bidders must upload PDF files on Punjab e-Procurement System as per Regulation-6(4) of PPRA Regulations-2024. The procurement is governed by PPRA Rules-2014 and Punjab Procurement Regulations-2024. The procuring agency reserves the right to reject any or all bids prior to acceptance as per Punjab PPRA Rules 2014 (Rule-35).
Tendered rates and amounts should be filled in figures and words, and tenders must be signed as per general directions in the tender documents. If the last date of submission falls on an official holiday, the next working day will be the deadline. Bidders must quote rates against each entry/item of DNIT/BOQs in their financial bids. Bids will remain valid for 120 days.
