Eligibility requires contractors to be on the approved list of MES or have relevant experience with other government departments. The contractor must also provide valid registration certificates including Pakistan Engineering Council, GST, NTN, and a list of movable and immovable assets. Earnest money equal to 2% of the estimated cost of the bid in the form of FDR or deposit at call is mandatory. Firms not on the MES approved list must furnish proof of financial standing, bank certificates, and details of equipment and manpower.
