Uplifting and Beautification Activities in District Mardan

The Office of the Assistant Director (Senior), Local Government & Rural Development Department, Tehsil Headquarters Mardan, invites electronic bids through EPADS for civil works based on MRS-2025 1st Bi-Annual and Non-MRS items under the Government of Khyber Pakhtunkhwa development programme. The procurement concerns uplifting and beautification activities in Central District Khyber Pakhtunkhwa under ADP Scheme 941/251118 for the financial year 2025-26. Mandatory works list: Work 1, Uplifting/Beautification Activities in UC Jalala, Hathian, Shergarh, Lund Khawar, District Mardan; estimated cost **PKR 100 Million** and earnest money **PKR 2 Million**, equal to 2 percent. Work 2, Uplifting/Beautification Activities in Tehsil Takht Bhai, District Mardan; estimated cost **PKR 100 Million** and earnest money **PKR 2 Million**. The combined indicated value is **PKR 200 Million**. Detailed quantities, specifications, MRS and Non-MRS rates, bill of quantities, completion requirements and applicable drawings shall be obtained from the bidding documents. Eligible bidders must be registered with the Pakistan Engineering Council in the relevant category, enlisted with the Communication and Works Department under the centralized enlistment policy, registered with FBR, possess an active NTN and appear on the Active Taxpayer List. Bidders must also maintain SECP registration where applicable, hold a valid PRA registration where required, submit recent audit reports, demonstrate relevant experience, financial capacity, technical staff and owned or leased machinery, and not be blacklisted or involved in a conflict of interest. The bid security must be issued by a scheduled bank in favour of the procuring entity as prescribed in the bidding documents. Technical and financial proposals must be submitted in separate sealed electronic envelopes within one outer submission through EPADS by **27 August 2026 at 12:00 PM**. Technical bids will open electronically on **27 August 2026 at 1:00 PM**. A pre-bid meeting is scheduled for **21 August 2026 at 11:00 AM** at the Assistant Director office.
