Miscellaneous Works at MES Chaklala and PAC Kamra Including Construction, Facilities Provision, and Fire Alarm System

Military Engineer Services is inviting applications from eligible firms and contractors for pre-qualification and issuance of tender documents for a series of miscellaneous works at MES Chaklala and PAC Kamra, with the main office located in Rawalpindi. The works are part of the ongoing infrastructure and facility upgrades for the Defence Complex and associated technical areas. Items being procured: - Construction of 1 x B-II Type House (66/231) at Defence Complex Islamabad (Approx. cost: Rs. 65.492 Million) - Provision of Certain Facilities at MES Complex Chaklala (Approx. cost: Rs. 49.653 Million) - Provision of Fire Alarm & Fire Fighting System for F-100 Engine Hangar at MRF Tech Area PAC Kamra (Approx. cost: Rs. 49.684 Million) The technical scope covers civil construction, electrical works, mechanical installations, plumbing, and fire safety systems. Firms must be registered with PEC in relevant categories (C-2, C-3, C-4, C-5) with validity up to June 2026. Preferably, firms should be enlisted with MES in Cat A, B, or C. Non-enlisted firms must provide a 2% bid security (refundable). Pre-qualification with the Engineer-in-Chief's Branch, GHQ Rawalpindi, is required. Firms must also submit work orders, completion certificates, personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. No special report of DI&E or outstanding DI&E recoveries should be pending. Tenders will be issued to pre-qualified firms/contractors and must be received at HQ DW&CE (DP) GHQ Rawalpindi by 1130 hours on 11 Sep 2026. Opening will be at 1200 hours the same day.
