Tender Description
The Chief Commissionerate for Afghan Refugees (CCAR), under the Ministry of Kashmir Affairs, Gilgit-Baltistan and SAFRON, Government of Pakistan, is procuring miscellaneous civil works in education and water supply sectors across four provinces. The programme, known as the Hosting Community Support Programme (HCSP), targets refugee-hosting districts in Khyber Pakhtunkhwa, Balochistan, Punjab, and Sindh, with project sites including Islamabad. The scope includes construction and rehabilitation of school buildings, water supply schemes, solarization of schools and health units, and sanitation facilities. The works cover construction of additional classrooms, boundary walls, group latrines, water supply facilities, and solar power installations for schools, health units, tube wells, mosques, and madrassas. Contractors must be registered with the Pakistan Engineering Council (PEC) in categories C-3 or above for Category-A and C-4 or above for Category-B, with valid FBR registration and active tax payer status. Experience in executing similar projects with costs ranging from Rs. 50 million to Rs. 500 million is required. The pre-qualification process evaluates experience, personnel, equipment, and financial soundness. Applications must be submitted physically and electronically by June 8th, 2026, to the Project Director (HCSP) at Emigration Tower, Sector G-8/1, Islamabad. A pre-application meeting is scheduled for June 2nd, 2026. Bidders should ensure all documents are complete and signed, including affidavits of no blacklisting. A practical tip for bidders is to carefully prepare the Technical Bid with all required supporting documents and ensure timely submission to avoid disqualification. Earnest Money and CDR requirements will be detailed in subsequent bidding documents. This tender offers a significant opportunity for contractors experienced in civil works and renewable energy installations in multiple provinces under a government development programme.
