Contractors must have relevant experience and be borne on the approved MES contractors list or other government departments with similar work experience. Valid GST registration, National Tax Number, CNIC, and proof of personnel, machinery, and bank statements are mandatory. Contractors not on the MES approved list or suspended must deposit earnest money equal to 2% of the estimated bid cost as a refundable security.
