Tender Description
Pakistan Airports Authority (PAA) Karachi invites expert consultancy services for the modernization of Pakistan's Air Navigation Service Provider (ANSP) and development of a comprehensive Air Navigation Services (ANS) business plan aligned with ICAO GANP and ASBU frameworks. This consultancy covers assessment, planning, and implementation phases for CNS/ATM systems, ATC operations, and airspace restructuring across Pakistan's airports and airspace.
The scope includes a detailed gap analysis of existing CNS/ATM infrastructure, operational procedures, and personnel competencies, followed by a prioritized modernization roadmap spanning short, medium, and long-term phases. The consultant will prepare technical specifications and RFPs for at least eight prioritized short-term projects, develop a 15-year business plan incorporating cost-benefit analyses, and propose capacity building and training frameworks for CNS and ATS personnel. The assignment requires periodic on-site presence of key experts to ensure quality and alignment with international standards.
Consultants must be registered with the Pakistan Engineering Council (PEC) under profile code 1216, demonstrate financial soundness, and have proven experience in CNS modernization, ATC operations, and airspace restructuring projects. Joint ventures with foreign and local firms are encouraged, with mandatory compliance to PEC, FBR, and SECP registrations. The evaluation emphasizes financial capacity, relevant project experience, methodology, and key personnel qualifications, including expertise in CNS domains, airspace design, flight procedure design, and financial analysis.
Submission deadline is 23rd April 2026 at 1100 hrs (PST) at PAA Headquarters Karachi. Technical proposals will be opened publicly at 1130 hrs same day. Proposals must be submitted in sealed envelopes both manually and via EPADS portal. The contract duration is approximately 7.5 months with phased deliverables and payments linked to acceptance of reports and business plan approval. The consultant will receive lump-sum remuneration with retention money withheld until final acceptance. The contract includes strict compliance with anti-corruption laws, confidentiality, and dispute resolution through arbitration in Karachi.
