Consultants must be registered with the Pakistan Engineering Council (PEC) under profile code 1216, demonstrate financial soundness, and have proven experience in CNS modernization, ATC operations, and airspace restructuring projects. Joint ventures with foreign and local firms are encouraged, with mandatory compliance to PEC, FBR, and SECP registrations.
