Establishment of Mountaineering Institute, Shigar

The Government of Gilgit-Baltistan, through the Office of the Project Director for the Establishment of Mountaineering Institute at Shigar, invites bids from eligible firms and contractors for the construction and establishment of a state-of-the-art mountaineering institute in Shigar. This procurement is being conducted under the Single Stage Two Envelopes procedure as per PPRA/GB-PPRA rules. Only firms registered with the Pakistan Engineering Council for the year 2026-27 in Category C-2 and above, with specialized codes as per the criteria, are eligible to participate. The project is significant for the region, aiming to promote adventure tourism and skill development in mountaineering. Items being procured: - Establishment of Mountaineering Institute, Shigar (PEC Category C-2 & above; Bid Security: 25 Million PKR; Estimated Cost: 677 Million PKR) The scope of work includes all civil, structural, and finishing works required for the institute, as well as provision of necessary facilities and infrastructure. The contractor must demonstrate adequate financial soundness, relevant experience, and technical capability. Submission of a valid PEC Registration Certificate (C-2 & above), NTN certificate, and up-to-date audited financial statements for the last three years is mandatory. A non-refundable fee of PKR 20,000 is required for tender documents. Bid security of PKR 25 million must be submitted in the form of CDR from a scheduled bank of Pakistan, valid for 28 days beyond the bid validity period. Only technical qualified bidders will be invited for financial bid opening. The last date for submission of bids is 28 August 2026 at 11:00 AM, with technical bids to be opened the same day at 11:30 AM at the office of the Project Director, Establishment of Mountaineering Institute, Shigar at Tourism Directorate near Haripia Skardu.
