Establishment of Mountaineering Institute Shigar (Civil Works, C-2 & Above, 2026-27)

The Government of Gilgit Baltistan (Tourism, Sports & Culture Department) invites bids from eligible firms and contractors for the establishment of the Mountaineering Institute at Shigar. This procurement is being conducted under the PPRA/GB-PPRA Procurement Rules using the Single Stage Two Envelope Procedure. The project is open to firms/contractors registered with the Pakistan Engineering Council for the year 2026-27 in Category C-2 & above, having specialized codes as mentioned in the criteria. The scope of work involves the complete establishment of the Mountaineering Institute at Shigar, including all associated civil works as per the detailed tender documents. Items being procured: - Establishment of Mountaineering Institute, Shigar (PEC Category C-2 & Above, Bid Security Rs. 25 Million, Estimated Cost Rs. 677 Million, Period of Completion as per work order) The technical scope covers all civil works required for the institute, with detailed quantities and specifications available from the office of the Project Director. Bidders must demonstrate adequate financial soundness, similar works experience, personnel capabilities, and equipment as per the approved evaluation criteria. Only firms with up-to-date PEC registration (C-2 & above with specialized codes) are eligible. Bid security of Rs. 25 million must be submitted in the form of a CDR from a scheduled bank of Pakistan, valid for 28 days beyond the bid validity period. A non-refundable fee of Rs. 20,000 is required for document purchase. NTN certificate and up-to-date financial status (QCR audit reports for the last three years) are mandatory. The last date and time for submission is **28-08-2026 at 11:00 AM** at the office of the Project Director, Mountaineering Institute, Shigar. Technical proposals will be opened the same day at 11:30 AM. Pre-bid meeting is scheduled for 17-08-2026 at the same office. Only technically qualified bidders will be invited for the opening of financial bids. The employer reserves the right to accept or reject any or all bids as per government rules.
