Technical Operations and Lifecycle Management of Government-Owned Natatorium

The Inland Revenue Service Academy (IRSA), Lahore, Government of Pakistan, invites technically and financially qualified bidders to provide technical operations, facility lifecycle management, mechanical supervision, preventive and corrective maintenance, water quality management, and operational administration for the Government-owned natatorium under a one-year framework agreement, renewable subject to satisfactory performance. Participation is restricted to bidders prequalified under Tender Ref. No. F-250775165 dated 13 August 2025. Mandatory scope and financial schedule items are: maintenance staff comprising 1 Manager, 1 professional male lifeguard, 1 professional female lifeguard, 1 sweeper, and 1 plant operator; 1 job for chlorine, HCL and other water-treatment chemicals, maintaining pH at 7.6 and chlorine between 1.0 and 2.2; 15 GE-type 24W LED bulkhead light fixtures; 2 outdoor flood light fixtures; 2 five-step SS 316 ladders; 1 two-step SS 316 ladder; 225 kg epoxy grout; 1 three-HP sump waste submersible pump with installation; 1 pool maintenance kit; 1 ten-HP submersible pump with installation in the supply bore; 180 running feet of three-inch, nine-gauge MS column pipe with installation; 1 blind-paper installation job; 1 ceiling fan with installation; and 250 running feet of four-inch fresh-water inlet connection with tubewell. The contractor must hold a PEC C-04 or higher licence, PRA, GST and NTN registration, active FBR ATL status, at least five consecutive years of relevant experience, and evidence of two concurrently active or successfully completed government or institutional natatorium O&M contracts. Technical submissions must include methodology, SOPs, preventive maintenance, water-quality and emergency plans, staffing, equipment, tax records, non-blacklisting affidavit, and CVs. Bid security is stated inconsistently as 5% of the financial bid or contract value and 2% in the compliance schedule; bidders should verify the binding requirement in the bidding documents.
