NJHPC Hiring Firm for Recruitment and Testing Services

The Neelum Jhelum Hydropower Company (NJHPC) invites bids for hiring a firm specialized in recruitment and testing services for its Finance and Audit functions in Muzaffarabad, Azad Jammu & Kashmir. This procurement is for the provision of non-consultancy services involving recruitment testing for six posts including Manager (A&F) BPS-19 (2 posts), Deputy Manager (A&F) BPS-18 (1 post), Assistant Manager (A&F) BPS-17 (2 posts), and Assistant Manager (Audit) BPS-17 (1 post). Items being procured: - Manager (A&F) BPS-19 (2 Nos) - Deputy Manager (A&F) BPS-18 (1 No) - Assistant Manager (A&F) BPS-17 (2 Nos) - Assistant Manager (Audit) BPS-17 (1 No) The scope includes development and hosting of an online application portal, scrutiny of applications, issuance of roll number slips, preparation and conduct of written tests with CCTV surveillance and biometric attendance across major cities of Pakistan, declaration of results, verification of academic credentials, preparation of merit lists, and handling candidate queries. The testing agency will collect test fees directly from candidates and no payment will be made by NJHPC. The contract duration is 60 days from award. Eligibility criteria require firms to have at least 5 years of experience in recruitment testing for government or semi-government bodies, valid FBR registration with active taxpayer status, SECP or Registrar of Firms registration, and capacity to conduct tests with secure printing and CCTV monitoring. Firms must have completed at least 3 similar assignments for BPS-17 and above posts in the last 5 years and must not be blacklisted. Bids must be submitted electronically via EPADS v2.0 by 9 November 2026 at 2:00 PM. Bid security of PKR 100,000/- in the form of Pay Order or Call Deposit is required. Technical evaluation carries 70% weightage and financial evaluation 30%, with financial bids opened only for technically qualified firms scoring at least 70 marks. The lowest uniform per candidate test fee quoted will be considered for financial evaluation. Bidders are advised to carefully review the detailed bidding documents available on EPADS and ensure compliance with all eligibility and submission requirements. Manual bids will not be accepted. The procuring agency reserves the right to reject any or all bids without assigning reasons.
