Establishment and Operationalization of Non-Formal Education Centers in Six Districts of Sindh Phase III

The School Education and Literacy Department, Government of Sindh, through the Directorate of Literacy and Non-Formal Education Sindh, invites bids for the establishment and operationalization of Non-Formal Education (NFE) Centers in six districts of Sindh under Phase III of the project. The districts covered are Umerkot, Tharparkar, Mirpurkhas, Jacobabad, Kashmore, and Jamshoro. This initiative aims to enroll 42,600 Out-of-School Children (OOSC) aged 9-16 years through accelerated learning programs. Items being procured: - Establishment and operationalization of 1,420 Non-Formal Education Centers - Implementation of Accelerated Learning Program (ALP) equivalent to Primary Education Class V - Support for enrolled learners through a fixed subsidy of PKR 1,500 per learner per month The contract duration is 24 months, with an overall implementation period of 30 months including preparatory activities, monitoring, reporting, assessments, certification, and project closeout. Each NFE Center will enroll 30 learners. The project is implemented via a Public-Private Partnership modality and requires bidders to submit proposals for packages A, B, and C. Eligibility criteria include being an eligible NGO, INGO, CBO, Trust, Firm, or Charity with relevant experience. Bidders must submit a Pay Order of PKR 10,000 for each package and upload bids on the EPADS (SPPRA portal) by 24th August 2026 at 03:00 PM. Hard copies or submissions through any channel other than EPADS will not be accepted. A pre-bid meeting is scheduled for 6th August 2026 at 02:00 PM at the 4th Floor, PNSC Building, MT Khan Road, Lalazar, Karachi. A practical tip for bidders: Ensure your technical and financial proposals strictly follow the RFP evaluation criteria and submit all required documents on EPADS before the deadline to avoid disqualification. Pay special attention to the bid security requirements and the validity period of your bid security instrument.
