Tender Description
The Directorate General of Customs Valuation Karachi is procuring annual online international subscription services for the Financial Year 2026-27. These subscriptions will provide access to various international pricing databases and information services essential for customs valuation under Section 25A of the Customs Act, 1969. The procurement is conducted through the Electronic Procurement & Disposal System (EPADS) following PPRA rules.
The scope includes uninterrupted 24/7 access to subscribed databases, daily price updates, market intelligence, historical data archives, analytical tools, dashboards, downloadable reports, technical support, troubleshooting, and training for officers. The subscriptions cover internationally acclaimed publications such as S&P Global, ICIS, Fast Market Metal Bulletin, Argus, and others related to commodities, chemicals, energy, metals, and agriculture.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) for Income and Sales Tax, be on the Active Taxpayer List (ATL), and not blacklisted by any government or semi-government organization. Relevant experience in providing online subscription or database services is mandatory. Earnest Money in the form of a 5% bid security Pay Order or Demand Draft is required.
Bids must be submitted electronically via EPADS by the closing date of 24th April 2026 at 23:59:59. The submission includes a technical proposal and a financial proposal under the Single Stage Two Envelope Procedure. Technical proposals will be opened first, followed by financial proposals of technically qualified bidders on the same day.
