Tender Description
NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights.
Pakistan Airports Authority (PAA) invites bids for the lease and operation of a branded Coffee Outlet concession at Allama Iqbal International Airport (AIIAP), Lahore. The concession is offered for a period of five (05) years or until the finalization of the AIIAP expansion project, whichever occurs earlier. The reserve price for the license is Rs. 300,361/-. The concessionaire will be responsible for establishing and outsourcing the operation of the coffee outlet within the departure lounge of the airport.

The concession includes the right to operate the branded coffee outlet with a 10% annual enhancement on the cumulative license fee during subsequent years. Bidders must submit technical and financial offers in separate sealed envelopes, clearly marked and placed in a single envelope. The bids must be dropped in the designated tender box at the office of the Airport Manager/COO, AIIAP Lahore by the specified deadline.
Eligibility criteria require bidders to be registered companies, firms, joint ventures, or sole proprietors with relevant experience, good reputation, and sound financial background. Technical evaluation carries 80% weightage. Submission of CNIC and NTN certificates along with a non-refundable payment of Rs. 5,000/- via Pay Order or Demand Draft in favor of Pakistan Airports Authority is mandatory to obtain tender documents.
Advance income tax will be deducted as per Income Tax Ordinance 2001. Defaulters of PAA dues are not eligible. Fake or bogus documents will lead to disqualification and blacklisting. Outstanding dues must be cleared before financial bid opening.
The tender submission deadline and opening date is 28th August 2026 at 11:00 AM and 11:30 AM respectively at the COO/APM office, AIIAP Lahore.
