Tender Description

The State Life Insurance Corporation of Pakistan Real Estate Department invites experienced and registered firms for the contract of operation and maintenance of electrical works at State Life Buildings II and III located in Hyderabad and Mirpurkhas. This contract covers comprehensive electrical maintenance services including daily operation, preventive maintenance, monthly, half-yearly, and yearly servicing of major electrical equipment such as 11 KV load break switches, vacuum circuit breakers, transformers, LT switchboards, power factor improvement plants, distribution boards, DG sets, fire alarm systems, and lighting fixtures. The scope includes visual inspections, record keeping of electrical parameters, attending electrical complaints promptly, operation of generators during power failures, coordination with HESCO and other government agencies, and emergency services with a guaranteed response time of two hours. The contract requires licensed electrical supervisors and electricians with relevant experience and valid licenses issued by the Electric Inspector Government of Sindh. Firms must be registered with EOBI, SESSI, NTN, Sindh Sales Tax Board, and E-PAD, and must not be blacklisted by any government or private entity. Bidders must submit their technical and financial bids electronically via the E-Pad system by 22nd June 2026 at 11:00 AM. Manual bids will not be accepted. The technical bids will be opened the same day at 11:30 AM. Original pay orders for bid security amounting to PKR 75,000 must be delivered to the Real Estate Department office in Hyderabad before bid opening. The contract period is one year with monthly payments upon submission of verified attendance and reports. A 5% retention money will be deducted from monthly bills and released after satisfactory completion. Performance bond of 2% of the contract amount is required from a scheduled bank. Firms are advised to carefully prepare their post-qualification documents including company profile, financial statements, experience records, and technical staff details. It is crucial to ensure all documents are signed, paged, and flagged as per instructions. A practical tip for bidders is to ensure timely submission of the original bid security pay order to avoid disqualification, as electronic submission alone is insufficient.
