Operation and Maintenance of Water Filtration Plants in AJ&K

The Local Government & Rural Development Department of Azad Jammu & Kashmir (AJK) invites sealed bids from eligible bidders under the Single Stage-Two Envelope Procedure of AJ&K Public Procurement Rules for the operation and maintenance of water filtration plants in various divisions of AJ&K for a period of two years. Items being procured: - Lot-I: Operation & Maintenance of 31 Installed Water Filtration Plants in Division Muzaffarabad and Operation & Maintenance of 02 years (details in bid document) - Lot-II: Operation & Maintenance of 56 Installed Water Filtration Plants in Divisions Poonch of AJ&K for 02 years (details in bid document) - Lot-III: Operation & Maintenance of 63 Installed Water Filtration Plants in Division Mirpur of AJ&K for a period of 02 years (details in bid document) The scope includes handling of operation & maintenance of community-based water filtration plants projects with at least 2 projects per lot. Each project is worth Rs. 20.00 million or above. Bidders must be registered in Pakistan Engineering Council in Category C-4 or above with specialization code CE-09 and have at least 05 years of work experience. Registration with FBR or AJK CBR and active Tax Payer List (ATL) status is mandatory. Bids must be submitted in two sealed envelopes separately marked as Technical and Financial bids with a single outer envelope. Bid security in the form of CDR or Bank Guarantee from any scheduled bank of Pakistan is required. Pre-bid meeting will be held on 28-09-2026 at 10:00 hours in the Committee room of Kashmir House, Sector F-6/2 Islamabad. Bidders are advised to carry out site visits of installed water filtration plants inside AJK to obtain first-hand information before submitting bids. The department reserves the right to accept or reject any or all bids according to Rule 33 of PPRA AJ&K. All bids shall be sealed, proper page marking and having signature and stamp of authorized person on each page of bidding document. Evaluation reports will be displayed on AJK PPRA website. Bidders are advised to carefully read the detailed terms and conditions, drawings, BOQ and other details available in the bid documents. Submission deadline is 12-10-2026 at 11:30 am with bid opening at 12:00 pm onwards at the Director General Local Government & Rural Development Department office. A practical tip for bidders: Ensure your technical bid is complete with all required documents and site visit reports as incomplete bids or lack of site knowledge may lead to disqualification. Also, timely submission of bid security is crucial to avoid rejection.
