Procurement of Operation & Management for 05 Packages of Police Fine Collection Units on National Highways till 30.06.2027

The National Highway Authority (NHA) invites prospective bidders for the procurement of Operation & Management (O&M) services for five packages of Police Fine Collection Units on various National Highways until 30th June 2027. This re-invitation follows the annulment of the previous invitation published on 10th April 2026 under PID NO. PID(I)8214/25 and PPRA No. TS0000003902E. The packages cover multiple road locations including N-25, N-10, N-50, and the Karakoram Highway (KKH) with a total of 11 beats across these highways. Items being procured: - Package PFC-NH-16-B: 3 beats from KM-116 to KM-166 on N-25 (Winder-Uthal) - Package PFC-NH-15 A: 2 beats from KM-516 to KM-566 and KM-566 to KM-616 on N-25 (Kallat-Kadkocha) - Package PFC-NH-17-A: 3 beats on N-10 (Gawadar, Pasni, Makola) - Package PFC-NH-50: 2 beats on N-50 (Newly Established Nasai-Killa Saifullah) - Package PFC-NH-KKH-1: 1 beat on Karakoram Highway (KKH) The scope includes the operation and management of police fine collection units along these highways, ensuring efficient revenue collection and compliance with NHA regulations. Bidders must have a valid NTN certificate as an active taxpayer with FBR, a valid PEC license in category O-5 or above, and must not be blacklisted or declared defaulters by any government agency. Arbitration cases under process do not disqualify bidders. The bidding process follows a Single Stage Two Envelope procedure. Bidding documents can be downloaded free of cost from the NHA website starting 5th November 2026. Technical bids must be uploaded by 20th November 2026 at 11:00 hours, with technical bid opening at 12:00 hours the same day. Financial bids of technically qualified bidders will be opened later. Original bid security must reach NHA HQ by 20th November 2026 at 11:30 hours. An original undertaking on stamp paper of Rs. 100/- attested by a Notary Public or Oath Commissioner is mandatory at technical bid opening. All bidders are advised to register on the EPADS (PPRA) portal at www.eprocure.gov.pk immediately. The NHA reserves the right to reject any or all bids in accordance with PPRA rules. This tender is published on the PPRA website at www.ppra.org.pk. A practical tip for bidders: Ensure timely submission of both the electronic bids on the NHA e-bidding portal and the original bid security to avoid disqualification.
