Optical Fiber Cable Connectivity to PDMA Sindh, DHA Phase-7, Karachi

The National Telecommunication Corporation (NTC South Region) invites sealed bids for the procurement of Optical Fiber Cable Connectivity to PDMA Sindh, DHA Phase-7, Karachi. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Items being procured: - ODF (12xf) wall mounted with all accessories panel (1 Qty) - 2" dia roller pipe Electrical conduit (610 m) - Channel Patti (1x1 inch) Wiring duct (30 m) - Flexible Pipe Electrical wire or cable raceway (10 m) - Excavation of trench 3.5 ft depth, 1.5 ft wide laying of pipe and back fill (520 m) - Road Boring (90 m) - Fixing of Channel Patti wiring duct fitting and accessories (30 m) - Pulling of cable (700 m) - Construction of Hand Hole (3x3x4 ft) (8 Qty) - Installation of ODF (1 Qty) The scope includes supply and installation of fiber optic cable infrastructure at PDMA Phase-VII, DHA Karachi, with a delivery schedule of 60 days. All materials and services must comply with the specified telecom standards and BoQ descriptions. Eligible bidders must have at least 3 years of experience in laying, testing, and commissioning optical fiber cables for telecom operators, government, or armed forces. Registration with PEC (EE07 & EE08), active FBR and SRB registration, and proof of annual turnover of at least PKR 0.5 million are mandatory. Bidders must also submit an affidavit of never being blacklisted and have an established office in Pakistan. Bid security of PKR 50,000 is required in the form of Pay Order or Call Deposit in the name of Director NTC Karachi. The original bid security must be submitted physically at NTC South Regional HQs, near Malir Halt, Shara-e-Faisal, Karachi before the bid submission deadline. Bids will be opened on EPADS v2.0 on Tuesday, October 20, 2026 at 11:30 AM. The evaluation will be based on Least Cost Based Selection (LCBS) technique.
